I would think that there would have to be regular wizard guards at Azkaban.  
I can't quite envision how such a structure would work - because I would 
htink it would get to wizard guards to work around dementors - but I can't 
see the dementors doing much of the necessary administrative work.  Food has 
to come in from somewhere.
