Sorry, but I deleted the previous responses on this subject so I don't know 
who originally stated that Neville must have been 2 or 3 when his parents 
were tortured by the DE's.  That said, according to facts stated on the 
Lexicon HP website (and it is my understanding that the website is dedicated 
to canon, please correct me if iI am wrong), Barty Crouch Sr lost his shot at 
being Minister of Magic when his son was found guilty of torturing the 
Longbottoms in 1981.  This means that Neville could not have been much older 
than a year old when this happened.  I don't think memory charms were used.  
Neville has progressively grown as a character throughout the series.  Maybe 
by portraying him as somewhat less than able is JKR's way of making his 
growth that much more dramatic.
