And that, my friends is the best explanation I've seen yet. The only
reason Sirius and Harry were able to talk that night is that
Dumbledore removed that safeguard for only those few hours. It was
Dumbledore who set the time and place of the fireplace chat. Sirius
may have requested that time and place but only Dumbledore has the
power to temporarily remove the ban on fireplace magic. Could be that
only common rooms are banned since teachers can be trusted. I suspect
that there is a floo intranet connecting the teachers offices.
