Maybe I just go to the wrong post offices, but I've /never/ been asked about the weight and destination of a letter when I've gone to get stamps, unless I've specifically mentioned it's going to somewhere abroad.  

Even when I was going to get silly numbers of stamps for a company I worked for (30/40 quids worth at a time, which I only did twice so it's not like it was a regular occurance or they knew me for it - it was also in a v small town), all I was ever asked was how I wanted them.  

So it's not unrealistic at all for them to have bought enough to cover the envelope, they might not have even used all the ones that were bought (depends on the envelope size  :) )
