I asked my seven-year-old daughter about this when we reached the 
paragraph in CoS in which Hedwig delivered the Dursley's Christmas 
present to Harry, then nibbled affectionately on his ear. (The gift 
turned out to be a toothpick.) She thought about it for a few seconds 
and suggested that some Wizard knew there was a letter from Muggles 
for Hogwarts (just as the Improper Use of Magic Office knew that a 
hover charm had been used at Harry's residence), and sent an owl to 
fetch it out of the mailbox.
