The single biggest reason I can see for Hagrid's ineptitude as
an instructor, is the lack of a role model. Sure, He's had a career
at "The finest school of witchcraft & wizardy in the world" but that
career has been that of a gardener/game warden. Hagrid spent less
than 3 years as a student at Hogwarts prior to his expulsion. As a
result, never learned how to be a teacher by learning from the
example that seven years of instructors would have set for him. That
he knows the subject matter of his position is inarguable; what he
lacks is the technnique to impart this knowledge. Based on this,
Hagrid is deserving of pity, not contempt.

Another arguement can be made that his early expulsion from
school contributed to his apparent immaturity and lack of
judgement. He was expelled from Hogwarts sometime between 1940 and
1943. That, coupled with the apparent lack of other giant/human
crossbreeds would indicate a certain amount of isolation for him
during his formative years. These were war years as well. It is
unclear the extent of which WWII encroached upon the wizarding
world, but I find it difficult to believe that it had no impact at
all. How much energy would have been expended by the community
towards the social development of a half-breed giant who had been
held responsible (indirectly and erroneously) for the death of a
human witch? And muggle-born at that? Not much, is my guess.

So what do we have? An uneducated, 60-odd year old half giant
with the social skills of a twelve year old watching kids getting
dragged across the ground by critters that he has bred. Students
frequently get injured in his classes, though usually not seriously,
and this can be attributed to his overestimation of their
abilities. He still sees himself as being 12 or 13 and can handle
hippogriffs and skrewts by himself, so why can't they?

Step down Hagrid. You're in over your head. Considering how
tall you are, that's really saying something.
