I assumed that unicorns can be herded, somewhat like the wild mustangs
in the western United States. A number of them would naturally die off
every year from old age, starvation, exposure during the winter,
illness and injury. Anyone caring for the living beasts in an area
(putting out fodder in January, tracking down anything that has caused
injury to them (SS)) could also be charged with collecting the usable
bits of the carcasses.

Also, if unicorns are herded, there might be yearly round-ups
(Professor Grubby-Plank in GoF might be a ranch hand) where wand
makers and other people who need unicorn hair, hoof filings, saliva
etc. could go.
