Can Muggles do Magic?

Help me settle an argument between me and my niece. Could a Muggle 
like Dudley raid Harry's trunk and cause havoc? Dudley falls through 
a loophole of the MoM being a family member and The trunk has no 
magic locks as far as I know. (Ginny broke into it to find Riddle's 
diary in CofS)

My niece and I agree that wands wouldn't work for a Muggle, but she 
thinks that nothing else would either. I played devil's advocate 
bringing upArthur Weasley's Muggle Protection work. In CofS Ch. 3 
Arthur told Harry about an enchanted tea set and biting kettle that 
was accidentally bought by Muggles. 

Now if a Teaset would work for Muggles, wouldn't an invisibility 
cloak? Could Dudley fly a broom? Agreed Dudley's stupid, but could 
you picture him finding Harry's potion book and trying to brew 
something to make him lose weight?
