Can Muggles do Magic?
Remember the first day (or week, whatever) in charms class when
everyone is suppose to levitate a feather? In the entire class of ALL
MAGICAL PEOPLE, only Hermione could do it. Having the wand and knowing
the words are not where the magic comes from; it comes from deep
inside yourself. Those same kids in that same charms class, several
weeks later could probably all levitate object. Why? Because with
practice, they were all able to find the place inside themselves where
that magic resides. The wand and the word are simple point of focus;
means of accessing various aspects of your magic in various ways. If
you don't have any magic in you, you can wave wands and recite
incantations until you pass out, and you will never do a single
magical thing.
