Can Muggles do Magic?

Good Insight... I think the the Dursley's fall through a loophole in 
the Muggle Protection act as family to Harry so are aware of Magic 
(Hermione's Parents similarly were in Diagon Alley in PoA)

Back to my question... So would Dudley be able to fly off on the 
Firebolt or worse steal the invisibility cloak? I can picture him 
going through Harry's chest and noticing a strange cloth the made his 
hand disappear. It would only take a minute to steal... And before 
you go for the easy excuse that Hedwig guards Harry's things, Harry 
will probably send Hedwig off with letters to deliver
