Yes and no.  We know that after a dementor's kiss the victim has no 
soul, but still a beating heart and a functioning brain.  There could 
be some Dark Magic spell that brings someone's soul back, similar to 
the spell that brought Voldemort back.  And Crouch Sr. was maybe not 
so coincidentally transfigured into a bone,  one of the ingredients 
in the other spell (bone of the father).  If there is one good thing 
we can say about Voldemort, it is that he values and rewards loyalty.

I think Rowling said that we'll find out more about why certain 
people become ghosts in book 5, so maybe Cedric will be part of this 
storyline.
