I think that the idea is that if Dumbledore was killed be Voldemort,
then it may be Harry that the WW turns to for help, and then will be
forced to take on Voldemort alone, just like what happened in the
graveyard. As long as Dumbledore is alive, Harry knows that he'll be
able to fall back on Dumbledore's knowledge and skills. But when
Dumbledore is no longer around, Harry will have to rely on himself,
which he is capable of doing.
Dumbledore seems to be less and less powerful throughout the books,
because, IMO, Harry will someday be the great wizard that everyone
looks to when there's trouble. Dumbledore must know this, somehow,
and steps aside when necessary so Harry can prove himself and gain
necessary experience. Harry is never left completely alone (even in
the graveyard, he hears the phoenix song, which is a sound he
connects with Dumbledore, telling him not to break the connection
with Voldemort's wand) and will never be alone.
