I don't think Fleur would be a good idea, I don't think she is 
qualified enough or mature enough.

I have been thinking about this. There is a third possibility.
(The first is Fleur, second is Mrs Figg), we have already meet a 
strict female who would be more then able of taking on the Hogwarts 
students (and staff), not only that, but her background is already 
known and has had experience in the dark arts or has been around 
people who do know long enough!!

She even has her own spy to let her know has she is getting on! She 
doesn't exactly have very much else to do and at a guess, I would say 
that she is the same age as Mcgonagall. She would be a good teacher, 
OK she won't be as soft as the others but I can't see her taking 
sides (with the students) or showing favourites.

I agree, I would like to see more development of already existing 
characters then see more new ones, the are already plenty there. But 
a good evil villian is someone who doesn't have some wishy washy past 
but is evil coz they like it!!
