Well, I think Mrs. Figg is by far the most logical choice. For one thing,
she's part of the "old crowd" and Dumbledore knows he can trust her. That
is probably the most important qualification for applicants at Hogwarts in
Book 5! Second, she's bound to have plenty of experience. She can't have
just sat there watching Harry for ten years and not been qualified to
protect him if needed. Who knows, she may have done many things that Harry
never knew! We may find out more about that in Book 5.
A second choice in my book is Neville's grandma. Could Snape ever look her
in the eye with that vulture hat? :)
And personally, I think Fleur is about the last choice. She's hardly
qualified. Has no experience in dealing with the dark arts (that we know
of). Harry's got more on his resume and he's just 14, almost 15! The only
thing on her side is that she's female and if it's supposed to be a female
DADA teacher that's the only thing going for her.
