Quite possibly <g> As you may have guessed from this list, JKR could mean just about *anything* when she says something.

I don't think so... Dumbledore himself is, in Percy's words, "Mad? He's a genius! Best wizard in the world! But he is a bit mad, yes." (PS/SS) Arabella Figg, if she is the Ms. Figg of Harry's childhood, initially comes off as being a weird, cat-obsessed old woman. Old Mundungus is probably much the same way -- the "old crowd" may be partially composed of people who are very powerful, yet edging slightly off to left field :-)

Genius *and* insanity are closely related, after all...
