This was my impression of that passage.  The cure thet they have was
not the wolfesbane potion, even thought that is relatively new.
I got the impression that there is now a cure that can be taken as
soon as someone is bitten to negate the effects of the bite.   
Wolfesbane isn't a cure, it must softens the effects of the disease.
