In fact, they not only need someone experienced in dealing with DADA, but
also someone loyal. So far 2 of 4 DADA teachers weren't loyal. And one was
a total goofball. Okay, so one wasn't who they thought he was, but he sure
wasn't loyal. The only all around good teacher was Lupin, who just happened
to be a werewolf. Big deal. He didn't kill anybody. He didn't even hurt
anybody. Anyhow, Lupin was part of the "old crowd" as said by Dumbledore.
He was one of only three names mentioned when Sirius was sent to round them
up (there are others, I'm sure, that he didn't mention by name). I should
think the old crowd are those that are absolutely loyal, no questions asked.
Those who aren't going to waste time debating whether or not Harry is a
lunatic. Anyhow, one of the two other names mentioned was that of Arabella
Figg. Which pretty much affirms her loyalty. And if she's been living for
13 years there with the entire intent and purpose to watch over Harry, she's
got to have some prior experience defending against DA.
My money's on Mrs. Figg. Which would also be a cute part of the story if it
gets out that she was Harry's babysitter. Wouldn't Malfoy love that one.
Of course, she could promptly put him in his place!
