Well, as for using quills, it's really not that hard. Rather like
using a fountain pen in fact, which I know is common in Germany and
France, so the kids in England may also be used to this sort of pen.
About pre-Hogwarts. It seems to me that it's possible that some of
the kids went to Muggle schools, but I don't really think it's
possible for all of them. Lucius Malfoy, for instance, would probably
never allow his son to attend a Muggle school, and it even seems as
though Seamus Finnigan (who's half Muggle) must have attended some
other form of schooling because he doesn't understand Football
(American soccer) when he first meets Dean Thomas in PS/SS. It seems
unlikely that anyone who went to a British school for any length of
time wouldn't know about Football.
