I don't think it would be hard for a Muggle-born (or out and out Muggle) to 
know how to use a quill. I do it all the time, and most of my problems come 
on the ink end of things (it's too watery, it's dried out on me, I've run 
out and they don't sell that brand anymore...). In fact, the only problem 
I've found with quills (that weren't deformed or set improperly) themselves, 
is accidently pokeing with the nib (of course I use the fine point nibs that 
look like little spades. They're sharp.).
The ink on the other hand...
And it is probably the external ink source that makes quills (and 
calligraphy) seem so daunting. It can spill. It can blot. It can dry out. It 
can be so watery that it sinks through the paper. It can be a brand that 
either doesn't get made anymore or just isn't sold at the one place that 
carries calligraphy supplies (grumble grumble Jerry's Art O Rama).

Hunt/Speedball supper black Inda ink. It was nice ink; not too watery, had a 
*real* texture.
