Yes, he's that old.  Remember, Riddle is more than 50 years older than Harry.  

Or to put it more technically: based on the various clues in the canon (a 
combination of Riddle events, that infamous Deathday calendar date, etc.) the 
Lexicon has put Hagrid's birth date in 1929 and Harry's in 1980, a difference of 
51 years. And to further underscore the plausibility, the Lexicon has estimated 
the birth years of Harry's parents as around 1960, so they'd be 31 years 
younger than Hagrid.
