But then Tom Riddle would have to be James' or Lily's father, and 
that just dosen't seem likely.  Voldemort is said to be the last 
remaining descendent of Slytherin, but Harry is proven not to be the 
heir in CoS.  That along with your logistics of him not being old 
enough 
suggests that he isn't...but then again, we never really know what's 
possible in HP.
