Welcome. Two good questions.
I think the theory goes that she didn't ward off the Dementor for the very
reason that Crouch Jr. was liable to reveal her Evilness. One of the things
about Ever-So-Evil characters is that they are just that and tend to care
about their own welfare above all else. They are not always co-operating in
their Ever-So-Evilness. This is also, as it happens compatible with the
objection that she appears in Crouch/Moody's Foe Glass. She would, wouldn't
she? She's about to let the Dementors get him.
Crouch's Kissing is also held to be convenient for Evil! Bagman, Evil!Fudge
and Evil!Snape.
As for the TT. Well, I'm glad you raised that, as it is actually further
indication of her Ever-So-Evilness. Who is the student most likely to put two
and two together? Who sussed out Lupin was a werewolf? Hermione, of course.
Well, old Minerva's *delighted* that Hermione wants an impossible timetable.
What could be better? Let her do it and not only will she more than fully
occupied during the school week, but she will have to spend *all* her free
time an homework and be far too tired to interfere or work out that here
revered Head of House has a secret agenda of her own.
