Another explanation for the Weasley/Ogg timing dilemma - 

Hagrid was expelled, and was allowed to stay on as *
gamekeeper*.

Hagrid's title now is kepper of game and grounds at Hogwarts.

Mrs. Weasley, I believe, tells the kids about Ogg, the *
groundskeeper* before Hagrid.

Perhaps, upon Hagrid's expulsion, Dumbledore suggested the 
creation of a new position as gamekeeper, since Ogg maybe 
wasn't quite so good with the animals. Then when Ogg retired, 
Hagrid simply assumed his duties.

I think Mr. & Mrs. Weasley, and Lucious Malfoy, are all noticably 
younger than Voldemort.  Lucious has told Draco that the 
Chamber opening was before his time, and the Weasleys don't 
give any indication that they were around for it before either.
