I think during the first match he was not sure about Quirrell.
More than that, I think that Snape and Dumbledore planned
to catch him "in flagranti delicto" during the second match .
They had some plan that demanded
Dumbledore to be present and Snape to be in the best position
to watch the audience.
But of course Harry spoiled everything by ending the match too fast,
that's why Snape was  so mad at the end of it. :-)
