Erm.. I think that the character you're referring to is named Florean
Fortescue
(...now he could sit in the bright sunshine outside Florean 
Fortescue's Ice Cream parlor, finishing all his essays with 
occasional help from Florean Fortescue himself..) Pof A, Chap 4.
Apparently Mr.F is a man, so I seen no evidence of any connection to 
Florence.
