I have the original UK hardback(first ed), with the 'never' omitted. 
I agree, that it 'sounds' odd. However, it comes at the point where 
Dumbledore has just assured Fudge that the scar has not addled 
Harry's brains. Fudge is suggesting that he is unbalanced - or 
possibly worse - so omitting the 'never' *does* potentially make 
sense: Fudge seeing it as a warning that Harry cannot be trusted (or 
that's how I've always read it until now).
