Yes, but Dumbledore, while wise, is not omniscent. He couldn't know (to the
best of our knowledge) that the Dursleys were going to be cruel to Harry. He
had no idea just how xenophobic and awful they would end up. In most any
other circumstance, you'd have nobody gainsay you if you said "The boy's
only family are an aunt and uncle, already raising a child of similar age.
He should go there." We're only speaking with hindsight.
