Dumbledore says that Pettigrew is indebted to Harry after HP saves his life.
So maybe a situation will arise wherein Pettigre has no option but to go
against Voldemort. For example, if Voldemort wishes, initially, to avoid
trying to murder Harry a second time he might command Pettigrew to try
first, at which point - owing a life debt to Harry - Pettigrew probably
could not.
