The ghosts that we have witnessed so far, particularly Nearly Headless Nick, 
have a high degree of choice- they are free to do whatever they please, so 
your theory about a ghost turning spy could work based on that.
Moaning Myrtle seems never to have gotten over the depression she felt at 
the time of death, ie, she is always crying etc, but she still does an 
identity, and is free to make her own choices. I don't have my book, but I 
also seem to recall Myrtle haunting Olive, until the Ministry ordered her 
not to, and to return to Hogwarts. So it appears that the MoM has the power 
to enforce this.
In conclusion, I have to say that I like your idea about a ghost spying, and 
at the moment I can't find anything to disprove it.
