Likely.  Note that Harry was not expelled for inflating Aunt Marge, 
despite the fact that the Ministry would have believed this to be a 
repeat offense (after the pudding incident in CoS), largely because 
the Ministry was rather preoccupied with the escape of Sirius Black 
and the threat it believed Mr. Black posed to Harry.  And anyway, the 
Ministry was said to have been exhausted already that evening by the 
likes of Archie ("healthy breeze around my privates") and the Irish 
campers with their shamrock hillocks, etc.
