I think when Hagrid was expelled he was quite a junior pupil - second 
year maybe? I suppose he would have to take OWLS and NEWTS to become 
fully fledged/qualified under current Wizarding rulings for the UK. 
Collecting Harry would probably be classed as an emergency. However 
we did see Argus Filch reading up on a Quick Spell course so I'm not 
sure how this would fit into the equation.
