I got the impression that Filch had not been able to become pupil at 
Hogwarts at all probably because of the Neville thing. There is a 
suggestion from one of the JKR chats that someone will suddenly 
become able to do magic in later life (I rather think Petunia) but 
perhaps this can happen to squibs and Filch thinks that by practising 
the Quick Spell method it might bring out any latent magic. As for 
Mrs Norris, other than some kind of familiar I have no idea.
