Seems to me the magic is something genetic.  So even if they 
somehow "forgot" they were magic, weird things could continue to 
happen, just as they happened to Harry when he had no clue.  Don't 
you think someone evil could figure out they are magical and rise 
up?  And then what happens?  We have no trained wizards because we 
closed down all the schools??  Just because they loose confidence in 
one person does not mean they will never find another one to have 
confidence in.  Perhaps after it all clears, Sirius could be?  What 
about Harry?  Politics has always been, and will be, politics.
