I can think of two possibilities.
(1) Only the American editor was curious about why Dobby was there.  
She asked JKR, who replied with the polishing shoes text.  The editor 
of the newer U.K. CoS is working from the older U.K. version and not 
the American.  They are not aware of the difference.  Only obsessive 
fans like us would make note it.

(2) A mistake was made in this edition.  It is almost impossible to 
not make any typo at all, even with computers (as we all know from 
sad experience.)  However to lose an entire paragraph is noteworthy.
