I don't remember in which book the twins learned that Percy has a
girlfriend.
But I do seem to remember that they were very excited about the
possibilities.
Maybe Penelope just got tired of exploding classrooms, forged letters and
other charming friendly jokes? ;-)

Bringing it back to Arthur, it is perfectly possible that for all his
fascination
with muggles he would be terrified if his child  decided to marry one.
I'm not saying it's necessarily the case, just that it's possible and has
parallels
in real world.
