Let not forget that officially Hagrid doesn't have a wand with which
to defend himself, and even if he did, he is not a fully trained
wizard and may be a bit lacking in self-defense curses. So I don't see
it as at all odd for him to have a primitive weapon consistent with
the age that wizards appear to live in.
