Talisman, who thinks if Fudge is qualified to be Minister so is
Winky, says:
I'm not clear on how you see Arthur as merely Dumbledore's
representative if he is Minister of Magic, but his own man if he
holds a subordinate post as Minister of Muggle Protection.
Also, it seems to me that there are other characters who need to be
freed from Dumbledore's great shadow, particularly Harry.
What makes you think Dumbledore survives the war?
