Talisman, who thinks if Fudge is qualified to be Minister so is Winky,

Amen on Fudge's qualifications, BTW.  If Arthur is MoM, then the
nature of his office is to be in charge, nominally Dumbledore's
superior as head of the Wizard government; but everybody would know
better. It is inescapable, IMO, that Dumbledore is now known to be the
leader of the wizard world through the Second Voldemort War.  Nothing
can change that as long as he lives.  If Arthur has a subordinate post
[of trust and honor, don't forget] than his public character and his
real role match.

I believe that for Arthur to become MoM, which can happen *after* the
War, then he needs that experience that grows him to the post, at
least in the public eye.

What makes you think Dumbledore survives the war?"

I don't think Dumbledore will survive the War, and it will be then
that Harry is on his own and other leaders will have to step forward.
 Dumbledore's death will be the darkest hour and the time defeat seems
most likely.
