I snipped a lot of stuff wondering why Snape would have hair like 
that if he could do anything about it.  
I think Dawn hit the nail on the head.  

Assuming Snape could do something about it, maybe he keeps it like 
that to further his "untouchable" aura.  Intimidation and repulsion 
seems to me to be a good combination for keeping people at bay.
