MY THOUGHTS:

I have been wondering if Tonks could be Crookshanks.  I think 
Crookshanks is "somebody" but I haven't figured out who.  Crookshanks 
was out walking with Sirius (in dog form) in Azkaban, so it is 
someone that Sirius knows (even though Tonks didn't appear until book 
5).

Also, perhaps Dumbledore is an animagus and watches Harry in that way.
