My theory is that only baby Neville had been hidden by his parents, 
maybe with his grandmother, and the two of them were protected by the 
same Fidelius charm that the Potters used. His parents, the 
Lestranges, remained out in the world fighting with the rest of the 
Order, and Bellatrix was detailed off by Voldemort to try and torture 
them into revealing his whereabouts. When she failed, Voldie guessed 
it was a Fidelius charm and that Dorcas Meadows was the secret 
keeper, so he went after her personally.
