I was of the impression that Petunia gathered if it was safe for Harry at Hogwarts over the winter holidays, when most students return home, then it must also be safe for him there during the summer holidays. It seems she thought she had found a way out of the whole situation of taking care of Harry and she wanted to take advantage of it right away.
