Cassie:  I've always felt it was because of people's (mainly Fudge's) naive 
trust in them.  I'm not sure where (I'm pretty sure it was GoF), but somewhere 
Dumbledore tells Fudge something along the lines of "They (the Dementors) will 
not remain loyal to you. Voldemort can give them more, etc...etc.."  

Whatever the reasons...they must be very foul for kind, trusting Dumbledore 
to not like them.
