Well, we know that Snape at some point came over to Dumbledore's 
side.  Maybe this picture was taken before then. Or perhaps Snape was 
never an official, recognized member of OoP the first time around. 
His spying activities might have been had better cover if everyone 
assumed he was on Vmort's side.
