Crouch *did* damage her memory permanently, and she was *not* 
forgetfull before that: 

Sirius in GoF pg 533 (US Hardcover)
"Yes, he's [Bagman] quoted in the article in there, blustering on 
about how bad Bertha's memory is. Well, maybe she's changed since I 
knew her, but the Bertha I knew wasn't forgetful at all - quite the 
reverse.  She was a bit dim, but had an excellent memory for gossip."

This is said *after* Crouch Sr. does the memory charm that caused the 
damage to her memory.

Barty Crouch Jr. GoF pg 685 (US Hardcover)
"She [Bertha] came to investigate.  She heard enough to guess who was 
hiding under the invisibility cloak.  My father arrived home.  She 
confronted him.  He put a very powerful Memory Charm on her to make 
her forget what she'd found out.  Too powerful.  He said it damaged 
her memory permanantly."
