I think, had Neville *known* it was a DE standing in front of him he *might*
have been able to kill him (although I think there's a good chance he'd only
be able to muster that much hatred at the Lestranges), but surely he'd have
had to know that the person he was casting AK on i.e. Moody was in fact
Crouch - if not maybe they should get someone capable of casting the AK,
someone who (presumably) is skilled at Dark Arts and hates Death Eaters (oh
say, Snape) to run through a list of all the known DEs in his head and cast
AK on the new DADA teacher each year if said teacher then suddenly dropped
dead they'd know he/she was an impostor.
