of  Edmund Blackadder in the TV series 'Blackadder' starring Rowan
Atkinson. 
He proposes schemes ("I have a cunning plan, Mr Blackadder") that 
are invariably self defeating and would result in a worse situation than
the one he's trying to ameliorate. Very funny.
