OOP: MWPP and their houses/Tonks' purpose

Also, in OOP, page 170  Ginny asked Sirius if he was a prefect.  
Sirius said that it was Lupin who was the good boy and got the 
badge.   Then Lupin said, "I think Dumbledore might have hoped that I 
would be able to exercise some control over my best friends"

It seems that since they only pick one boy and one girl per house 
that Sirius or James could have still became prefects if they were in 
a different house than Lupin. The sentence makes it sound like they 
were in the same house and Lupin was picked for their house.
