Extremelly OT, but I'm going to risk the wrath of mods: Bel, you *can* 
tell - in fact, that's the way it works. All "children" (i.e. 
pre-adolescents) grow at a certain, slow pace. Then, adolescency is 
inflicted and a series of growth spurts happen. And then, you stop 
growing (in most cases). Thus, the tallest people are those that 
reached adolescency latest, because they continue to grow at the 
child's pace until then - it's not that fast, but it does add up after 
a while.

Oh, oh, oh, a way to get back to HP: it might happen that the same 
thing will happen to Harry - since he is taking so long to finally 
start adolescency (when will he start shaving? It's not the sort of 
thing one can learn on his own, but maybe he was busy saving the 
school, had Ron show him and bought a couple of razors without JKR 
bothering to tell us - it's not particularly relevant when you compare 
it to the rest of Harry's life, after all).
