Your probably right. Since she knew Dumbledore was going to be there because Hagrid told her and she wanted badly to talk to him.  Apparently though Hagrid had enough discretion (for a change) NOT to tell her why he would be there.  She was generally upset that Dumbledore was going to be leaving Harry there.  Her reason for wanting to see Dumbledore was also pretty well stated.  She wanted to talk to him and hear first hand if the horrible stories about what happend to James and Lilly were true.  Since she wasn't prepared to believe them just yet she obviously wasn't yet thinking about what to do with the baby so she was surprised about them leaving Harry there.  Why she was watching the house?  Probably because she was sitting on the fence with nothing else to do!  Some things just don't need analysis!
